The Knox County Board on April 29 approved a pay application from contractor MSI for the county nursing-home performance contract in the amount of $743,884.55.
Member Bondi summarized the payment and contract totals in the packet: the overall contract value is $7,659,903.59, prior payments totaled $4,528,739.85, retainage held is $277,506.55, and the remaining balance after this draw was described as $2,387,279.18. "This is the final payment for the work that has been done," Bondi said of an earlier small payapp; the larger Application #8 was discussed separately. Member Pamela Davidson and others asked for clearer reporting showing what improvements have been completed and what operational savings, if any, the county is realizing under the performance contract. Davidson said the board is entitled to documentation on the improvements and any realized savings; Chair Hawkinson replied that a proper ROI requires a full year of comparable numbers and will be presented once the project is complete.
The motion to approve MSI Pay Application #8 passed by roll call (ayes 11; noes 2 — Robertson and Davidson). Members agreed the issue of documenting savings should be addressed by staff with a future report once the project allows meaningful comparisons.
