Chairman Hawk told the subcommittee HB 23-13 would authorize the Department of Health to establish a voluntary, evidence-based home visiting program focused on early childhood mental health and social and behavioral supports. The sponsor cited prior programs in Northeast and West Tennessee and said the measure replicates proven models that help families address early behavioral issues in young children.
Members had no substantive questions and the clerk recorded a 10–0 vote to move the bill to full Health.
