Manager Jason Burns presented MOU A‑1636 with the Humane Society of Lincoln County to coordinate emergency evacuation and companion-animal sheltering support during declared emergencies. Chair Fischer and Commissioner Wilson expressed concern the draft language could be interpreted as obligating county resources for resident animal care beyond sheltering, and Commissioner Serna raised questions about insurance and whether the Humane Society would provide appropriate additional‑insured language.
The Commission requested revisions clarifying the MOU covers animal sheltering support only during emergencies, that any additional reimbursable costs must be pre‑approved by the Commission, and that appropriate insurance and indemnification language be included. The Commission voted to table the MOU until those clarifications are drafted and reviewed.
