Commission recommends funding for libraries, nonprofits and Ruidoso Midtown Association in preliminary budget

Manager Jason Burns read staff recommendations for external agency funding during the preliminary budget presentation. Examples included a $4,000 recommendation for the Capitan Library (requested $5,000), no recommended funding for the Village of Capitan/Ruidoso Downs request pending an MOU, $5,000 recommended for the Capitan Community Organization (requested $35,000), $20,000 recommended for Ruidoso Library (requested $21,250), and full recommendation of $12,500 for the Boys and Girls Club.
Treasurer Huddleston and staff recommended $99,257 for NMSU Extension—funding one full position and part of another—and noted the request for Community Foundation of Lincoln County at $20,000 pending legal clarifications. The Bookmobile requested $1,260 but staff recommended no funding because the group did not appear to request funds in person.
Tim Duckworth, director of the Ruidoso Midtown Association, outlined plans to increase foot traffic and vitality—"to add more murals, better trashcans, nice light poles from Country Club to Chase and music across the whole area." Commissioners debated using Lodgers Tax revenue and public/private partnerships for downtown improvements and asked for midyear performance reporting in any contracts.
