Southwest HOME Consortium to redirect $353,394 in CHDO funds to disaster relief housing

Lanae Schuler, project manager for housing at the Southwest Commission, asked Haywood County to approve amendments to the Southwestern North Carolina HOME Consortium’s annual action plans to respond to hurricane Helene.
Schuler said a HUD-approved waiver allows CHDO (community housing development organization) funds to be used for non-CHDO activities through June 30, 2026. The consortium has a $353,394 balance of CHDO funds it could not assign to a CHDO in the region, and the proposed amendment would reallocate those funds to Mountain Projects as disaster relief funds to supplement FEMA and insurance assistance for rehabilitation and homeownership activities in hardest-hit communities.
The consortium also proposes expanding eligible project categories for 2024–25 HOME funds to include new rental housing and affordable homeownership, with an application cycle planned in spring. Schuler reported no public comments during the hearing or comment period. The board approved the amendments.
