State disaster case management contract to emphasize local hires, survivors as navigators

Amber Stapleton, the state's disaster case management leader, told the board the newly awarded contract — finalized at the end of October — is intended to support survivors from immediate response through long-term recovery and avoid repeated retelling of traumatic events by providing consistent case management.
"This is really the main goal ... to be with the survivor from the beginning to the end," Stapleton said. She emphasized a preference for hiring local residents and survivors as case managers, navigators and outreach coordinators so staff understand local needs such as livestock care and farming impacts.
Stapleton said the state is recruiting candidates now and asked commissioners and local partners to recommend qualified local applicants. The program aims to reduce duplication of effort during recovery by routing clients to continuous supports rather than passing them among many providers.
