Commission signs letter to explore Medicaid capitation for substance-use treatment

Jordan Mathis of the Bear River Health Department asked the commission to sign a letter allowing the region to explore Medicaid capitation for substance-use treatment services. Mathis said the Bear River region is currently a fee-for-service area for substance-use care and the proposed change would allow Medicaid to pay per-capita rather than per-service, aligning substance-use funding with existing mental-health capitation in the region.
Mathis said the letter is a request to begin discussions with Medicaid—not a binding commitment to convert fully to a capitation model—and that there would be no immediate cost to the county for signing. He added that capitation can create managed-care oversight that, in some cases, reduces counties' match obligations for high-cost services like residential treatment. Commissioner Perry moved to approve the letter of support, the motion was seconded and carried; Perry said he would sign the document and make copies for the health department.
