County backs filing for Rural County Grant to sustain small-business and infrastructure programs

Sean Milne, the county economic-development liaison with the Bear River Association of Governments, reviewed how the county used last year’s Rural County Grant funds and recommended the commission authorize application for RCG 25-71.
Milne outlined three continuing grant tracks: small-business grants, capital infrastructure grants (state guidance discourages using one-time funding for ongoing labor costs), and a smaller utility/tenant-improvement pool intended to keep Main Street properties viable. He said the county can apply for up to $200,000 under the RCG program; a separate, competitive Rural Community Opportunity Grant (RCOG) can award up to $600,000 but was not part of today's request. Milne also asked the commission to consider replacing expired national-chamber funding that supported the Box Elder Chamber’s economic dashboard and noted Monica from the Chamber recused from the CEO board vote.
Commissioners asked staff to review any state grant agreement before final acceptance. Commissioner Perry moved to support the application for RCG 25-71 and the commission approved the motion unanimously. Milne said he would proceed with the submission and follow up when the state issues an agreement.
