Public Works Director Rich Simonitch told the Council he was unaware of specific liability risks and said the project has a no-rise certification confirming it will not increase downstream flood elevations in a 100-year event; staff plans to file a Conditional Letter of Map Revision (CLOMR) after NEPA is complete.
Resident and Council Member Mathew Salter—who recused himself on the vote due to proximity to the project—spoke in favor of replacing the bridge, saying it is heavily used by residents and children "as the only safe crossing of Sir Francis Drake Boulevard for the Winship Park neighborhood." The Council approved the amendment 4-0-1 (Salter recused).
