City Administrator Kim Rogers told the board at its May 7 meeting that the total TDEC/ARPA allocation to the City of Friendsville was $3,285,000 and described discrepancies in spending tied to Blount County. Kim reported Friendsville spent $662,655.25 while the county's recorded spending on the project was $894,621.75; she said the difference taken from Friendsville was $2,890,378.25 and that amount was "rumored to be spent on their new baseball field." Kim said she had given the board a copy of an investigation by Kevin McNeill and that she and county commissioner Misty Davis agreed to meet; two newly seated county commissioners, Shannon Effler and Jasmine Satterfield, also wanted to speak.
Kim also reported operational water-system figures: water loss of 22%, 61 delinquent accounts with $5,500 collected after shutoffs and two accounts remaining shut off, three pending Servline claims and one claim declined because a customer had filed previously, and four new taps. Commissioner Shane Rogers asked Recorder Janet Ledbetter to provide bond balances, payment amounts, and years remaining; Ledbetter agreed to send that information.
