Board moves and approves first reading of Utility Emergency Plan update

City Administrator Kim Rogers informed the board that Ordinance No. 2026-02, updating the city's Utility Emergency Plan, had appeared on the Utility Board agenda but needed to be considered by the Board of Commissioners; Vice Mayor Newberry moved to transfer the item and the board approved the ordinance on first reading April 2. The update replaces outdated contacts (changing Knox County references to Blount County) and modernizes the plan language copied from another utility.
Vice Mayor Newberry moved and Commissioner Dale Wilkins seconded the motion for first reading; the motion passed. City Attorney Rob Goddard previously advised the administrator that the ordinance could be moved and considered by the board.
