Friendsville staff seeks written confirmation before Blount County uses ARPA funds for sewer line

During staff reports, City Administrator Kim Rogers said she had sent invoices to Brian Baldwin at Blount County for work tied to Blount County/ARPA grant funding but had not received a reply. She asked for a detailed breakdown of how the city’s grant funds had been spent and advised the board that she would follow up.
Mayor Steven Cardwell instructed Rogers to copy him and Mayor Mitchell, and to include Stacy Lawhorn and Quentin Caldwell on follow-up e-mails. Cardwell said, "She should have gotten it in writing," in reference to an apparent verbal commitment from Blount County that some ARPA funds would pay for a sewer loop on Highway 321. No formal agreement or written confirmation from Blount County was recorded in the minutes.
