State PPS redesign will require counties to estimate costs and adjust local InSync system

The director informed the board that the state recently delivered a scope of work for a redesign of the PPS data system and asked counties to provide cost estimates by July 31. "We were given a scope of work about 2 weeks ago and told that we now have to produce a cost estimate based off of that by this Friday," the director said, adding that the redesign will affect mental health, substance-use services, birth-to-3, CLTS, CCS and most programs except child welfare.
Staff explained the county uses the InSync electronic-health record system and that the state's requirements will likely require back-end changes; some counties are grouping by software platform to share work. Board members noted the trade-offs between buying a new system (significant one-time costs) versus paying for ongoing software adjustments and the practical limits of the county's contract and cloud-based data. Staff said they will meet with InSync and regional partners to estimate costs and determine next steps.
