The Arvin City Council on March 10 approved its consent agenda in a single vote that bundled routine financial, administrative and event authorizations. The council voted 4-0 to adopt Consent Items 4A–4H, a motion recorded in the minutes as moved by MPT Perez and seconded by Council Member Tarver.
Included in the vote was authorization to award a public-works agreement (Agreement No. 2026-09) to Serban Sound & Communications for audiovisual installation and support services in an amount not to exceed $90,500, with authority to expend an additional amount not to exceed $9,500 for related costs. The consent item also authorized staff to hold the City of Arvin Women’s Day Celebration on March 28, 2026 from 4:00 p.m. to 6:00 p.m. at Garden in the Sun Park and approved purchase of required special-event insurance through the Central San Joaquin Valley Risk Management Authority (CSJVRMA). The council approved a resolution (Resolution No. 2026-10) authorizing application for and receipt of Prohousing Incentive Program funds.
Staff recommended approval of the bundled consent items; the council approved them without separate discussion, per the minutes. The council’s action covers payroll and demand registers for late February/early March, approval of the Feb. 24, 2026 meeting minutes, the audiovisual contract, two proclamations (American Red Cross Month and Women’s History Month), the March 28 special event authorization, and the Prohousing resolution.
