Council adopted Ordinance 02-2026, which establishes wages, benefits and other employment conditions for non-union employees and expands top compensation ranges so employees at the top of a pay range can receive percentage increases tied to union negotiations. "When the union employees receive their salary increases the city offers the same increases to the non-union employees," Council President Garry Thompson explained during discussion.
Council members clarified that the figures in the ordinance represent ranges rather than guaranteed salaries and cited an example of a referenced 3% increase relative to 2025 salaries. The ordinance passed on the first reading after motions to suspend and waive the reading; vote: 7 ayes, 0 nays.
