Superintendent Gavin told the board that the recent New York state budget changed the rules for the 100% disabled-veterans property-tax exemption and that the district will need to adopt a local resolution to keep offering that exemption going forward. "If the board would like Rockville Center to continue offering this exemption, it would need to adopt a resolution in order to do so," he said.
Gavin said the change affects taxable-status dates on or after Oct. 1 and will not have an immediate effect on current taxpayers. He asked staff to gather information and suggested Mr. Herman would work with the local assessor and tax receiver to analyze any fiscal impact. Gavin said he did not expect a dramatic change in cost given current enrollment and usage patterns but recommended the board review a draft resolution and an impact analysis before a final decision.
Trustees discussed two timeline options: preliminary discussion during the board tour followed by the standard three-stage policy process, or a faster track starting at the September meeting. Trustee Joyce asked for a draft resolution accompanied by an analysis of tax impact so the board could make an informed choice before the Oct. 16 adoption deadline. The board signaled interest in moving forward promptly; staff will return with a proposed resolution and fiscal analysis.
