Planning staff reviewed a draft revision to the borough’s rental-housing permit ordinance, tracing the ordinance’s history from its initial 2021 adoption to a 2023 addition that required a rental-housing permit through Center Region Code Administration. The presenter said the borough worked with a third-party vendor, Host Compliance, that was later acquired by Granicus and that the platform had caused difficulties. The presenter recommended narrowing the types of acceptable documentation to make residency requirements clearer and to improve enforcement.
“Key changes in the draft is to reduce some of the types of acceptable documentation to streamline that process, and also I think, will help us with enforcement down the road,” the presenter said. Staff noted some original ordinance language created uncertainty about what proved a long-term resident in a rental property and proposed edits to address those gaps.
Council members and staff discussed whether some items could go on consent agendas in the future, while the presenter said open-container exceptions remain on the policy agenda because of the nature of the exception. The planning staff presentation emphasized clarity for residents and property owners, with enforcement efficiency cited as a principal goal.
