Council approves HUD action plan allocating $7.44M for housing, homeless services and neighborhood projects

Planning and Economic Development staff presented the annual HUD action plan that city staff will submit to HUD. The plan recommends CDBG funding for minor home repair (about 38 homes), code enforcement officers, public‑facility projects including $1 million for sidewalks in HUD‑eligible tracts, and funds for local homeless providers; HOME funds would support acquisition and rehabilitation of affordable units. Jennifer Buxton told council the plan is the fourth year of a consolidated plan that runs through 2028 and that the city must submit to HUD in mid‑August.
Council members asked about grant‑funded staff percentages and how projects were selected; Buxton said most positions delivering the programs are 100% grant‑funded while a senior assistant director remains partly general‑funded. The council voted to approve the first reading, with adoption scheduled for August 11 and HUD submission on August 16.
