Cocoa accepts clean FY2025 audit; finance director and auditor highlight healthy reserves

The Cocoa City Council on July 28 accepted the city’s annual comprehensive financial report for the fiscal year ended Sept. 30, 2025, after auditors reported a clean, unmodified opinion.
Joel Knapp of Forvis Mazars, the city's auditors, told council the audit identified no adjustments and no findings related to internal controls, and that required compliance reports for two major grants — the Hazard Mitigation Grants Program and a statewide water-quality restoration project — were also clean. "There were no audit adjustments identified in our audit," Knapp said, calling the result "really good" and noting full cooperation from the finance team.
Finance Director Rebecca Bowman and council members framed the result as validation of the city’s stewardship. Bowman and staff noted an increase in unassigned general-fund balance to about $28 million and positive operating results in the water-and-sewer fund. Council moved to accept the statements and vote carried unanimously.
Why it matters: A clean audit maintains the city's access to certain grants and bonds and supports council decisions on services and capital projects. City officials said the result gives fiscal flexibility as the council considers budget choices for FY2027.
