“There was only one bidder,” Mallard said, and “the total contract price would be $446,808.” Commissioners moved to award the 2026 dust mitigation contract and authorized the chair to sign the contract documents. Spoken remarks included a slightly different motion amount in rollout comments; staff confirmed the engineer’s figure during the discussion. The board approved the award by voice vote.
