Commissioners asked staff to request a flowchart from city staff showing each administrative step in the proposed process so the county can evaluate processing time and decision‑points before agreeing to the MOU.
Staff and commissioners agreed the Joint Powers Agreement (JPA) provides a broad framework but is not a substitute for detailed administrative steps in the MOU; S7 offered to work with city staff to create a clearer process map before the board considers final action.
