Sheridan County staff begin paperwork changes to meet new state fast-track permit deadlines

Sheridan County planners told the county commissioners at their March 16 staff meeting that a recently signed state bill will force local changes in how the county documents permit reviews.
The Park Creek County planner said the law—described in the meeting as a rollback to an earlier bill and effective July 1—requires faster deadlines and more formal paperwork. "We have to, provide a written notice, within 10 days regarding the application's completeness," the planner said, and added that "once the applications are complete, they must be approved within a 30 day period." The planner told commissioners staff will adjust application forms to capture applicants' consent for email notices and to create a written audit trail of completeness communications.
Commissioners asked clarifying questions about whether email notices are acceptable; the planner said they are and recommended adding a consent checkbox to application forms. He also said the requirement will likely increase routine paperwork rather than change staff's substantive review practice: "It's just more paper," he told the board. Staff said they will hold a dedicated staff meeting to draft the revised forms and procedures so the county can comply with the new statutory deadlines before July 1.
