County finance presents FY26 revenue outlook, CIP balances and $1.9M shortfall

Pauline Youssef (finance presenter) gave a line-by-line update on the county's capital improvement plan and FY26 budget forecast, telling the board the CIP has roughly $10.8 million remaining for FY25 and about $12 million in total committed funds. She reported FY26 revenue estimates remain at $26.6 million.
Ms. Youssef walked the board through how funds rolled into CIP, year-to-date spending of about $3.6 million in FY25, and two small debt-service issuances that will be retired by FY26. She also explained that workers' compensation increased primarily due to updated payroll information and the newly created fire/emergency services. During the presentation she calculated a proposed 6% dispatcher wage increase would cost "roughly 28,225" (speaker 16).
Ms. Youssef said staff has reduced the county's projected deficit to about $1.9 million and will meet next week to 'bounce' the budget and present options 'without raising taxes.' The board asked for a reconciled personnel position list and staff said they will finalize the personnel sheets and provide the outstanding detail prior to the budget presentation planned for the first or second week of April.
