Staff presented an operational overview of the Murrieta Equestrian Park activation process in an emergency and clarified the Community Services role versus county responsibility. Staff said the Emergency Operations Center (EOC) directs activation; when the Equestrian Park is opened, Community Services staff set up the facility, register arriving owners and animals, document pen assignments and maintain an animal registry until county or designated response personnel assume overnight coverage.
"Our initial responsibilities include opening and preparing the facility, setting up the registration area...When an owner arrives, the staff collects the owner's information, identifies and identifying information about the animal. Staff also photographs the owner with the animal and assigns an animal to a pen and records that information in the animal registry," staff said, describing the intake and record‑transfer process. Commissioners asked about how activation orders flow (Cal Fire, county or other agencies) and why an alternate high school was chosen as an evacuation site during a recent incident; staff said they would follow up with the emergency preparedness coordinator and the EOC to clarify chain‑of‑command details.
