City staff presented ordinances to separate rebate language from the waterline loan program and to update eligibility and application materials for both the water and sewer line loan programs. Logan McGinnis, deputy public works director for utilities, said the change lets homeowners receive rebates without taking a loan and generally clarifies program language.
Council President Nugent moved the ordinance changes and the public hearing produced no public comment. The council voted unanimously on the amendments to Missoula Municipal Code chapters 3.17 and 3.18 and on establishing chapter 3.15 for the water service line replacement rebate program. Staff said the change is primarily a cleanup to separate rebates from loans, allow the utility services appeals committee to grant exceptions, and update payee and application processes.
