The attestation signed in the minutes reads, “I, Lisa Zahl, County Administrator, hereby attest that the foregoing resolution was duly adopted by the Traverse County Board of Commissioners on the 19th day of August, 2025.” The published vote record in the minutes also contains a duplicated “VOTING NAY” line listing the commissioners, which appears to be a clerical inconsistency; the minutes otherwise state the resolution was adopted unanimously. The declaration notes the storm’s impacts and triggers emergency response and recovery authorities under the county resolution.
