Commissioners granted read-only access to county financial system over chair's objections

Commissioner Becky Reimer moved to permit read-only access for commissioners to the county’s Computer Information Concepts (CIC) financial system (Accounts Payable and Budgetary/Fund Accounting modules) and to authorize the purchase of two laptops with VPN access and vendor training. Commissioner Terry Scott seconded the motion.
Assistant County Administrator/Finance Director Shannon Kingsley said laptops would cost about $1,700 each and vendor training about $600. County Clerk Rick Piepho cautioned about distribution and use of information and recommended a written policy to govern access and modules included. Register of Deeds Raquel Langley expressed concern that extra access could affect her department’s computer project timeline.
Commissioner Don Schroeder said he opposed direct commissioner access because the laptop purchases were not included in the budget, because of security concerns for county systems and data, and because the request could be perceived as a lack of trust in staff. The motion passed 2–1 (Reimer and Scott in favor; Schroeder opposed). The minutes record the commissioners approved read-only access and procurement of two laptops for secure VPN use.
