Harvey County approves Runway 8-26 reconstruction plans, will seek KAIP grant for electrical work

The Harvey County Board of Commissioners on Feb. 11 approved plans and specifications for the Runway 8-26 Reconstruction Project and authorized advertisement for bids to be opened March 11, 2025, subject to Federal Aviation Administration approvals.
Airport Manager Brian Palmer told commissioners the project includes a larger-than-expected electrical scope after designers could not locate a home-run cable installed more than 20 years ago. He said that additional electrical work increased the engineer’s estimate and that the county will apply for a Kansas Airport Improvement Program (KAIP) grant to cover the electrical portion; the grant request for the electrical scope is $719,290 with a 10% local match. Palmer estimated that a temporary reconfiguration option would require roughly $220,000–$295,000 in additional local spending for only about 12 days of limited runway use and that the planned phasing would instead displace air traffic for roughly 30 days.
Commissioners voted unanimously on three separate motions: to approve the plans and specifications (Becky Reimer moved; Terry Scott seconded), to advertise the project for bids with a March 11 opening (Reimer moved; Scott seconded), and to authorize staff to submit a KAIP grant application for the electrical scope (Scott moved; Reimer seconded). The meeting record shows no recorded opposition to those motions.
The county’s packet lists an estimated local share for the overall project budget at $512,025 (split 50/50 with the City), and said the electrical-scope grant would carry a local 10% match (county portion approximately $35,964.50). The county will finalize exact local obligations once bids are received and FAA participation is confirmed.
The airport’s phasing plan in the agenda materials describes phased closures and temporary markings. The agenda directs coordination with the Director of Aviation on NOTAMs and safety procedures; staff said permanent pavement markings would follow a later Phase 2 after construction curing periods. Bids will determine the final project cost and schedule; the commission did not set a separate meeting date to award bids in this session.
