County planning director Greg Zoda told supervisors the office has historically provided many planning and zoning services without fees and that the proposed schedule aligns Nottoway with neighboring localities. Zoda said the changes would charge for zoning permits, site-plan review, family divisions, manufactured-home-park reviews and add specific fees for cell-tower colocation and new locations. "What I'm really doing is basically charging people for the time it takes staff to produce" the reviews, he told the board.
After a public hearing with no speakers, the board approved the fee increases and asked staff to prepare an estimated revenue projection within two weeks. Supervisors also added language to the zoning ordinance to authorize fees and instructed the county attorney and staff to integrate the changes into the county code.
