The board tabled a request by Cross Creek Nursery to amend conditions on a duplex at 2551 Green Hill Road so the second unit could be rented to non-nursery tenants. Staff said the original special-exception approval anticipated housing seasonal H-2A workers; the applicant and owner Dean McAuliffe told the board that technological efficiency reduced the need for two worker units and that the business would like to market the second unit locally.
Multiple supervisors and planning commission members cautioned that allowing a duplex to be rented broadly might create a precedent permitting duplexes in rural land where they had previously been restricted. One supervisor said the planning commission’s unanimous denial was given "for a reason," urging the board to respect the commission’s local land-use expertise. After discussion a motion to table the amendment and schedule a public hearing (with a planning commission review per state code) carried; staff said the item will be brought back to the planning commission on March 18 for review and then returned to the board for a public hearing in April.
