Library board authorizes action to eliminate $50 librarian certification fee

The Library of Virginia board voted April 11 to authorize staff to pursue changes to the Virginia Administrative Code that would eliminate the $50 filing fee currently required for librarian certification.
At the Public Library Development Committee earlier in the meeting, staff told members the lost revenue would be minimal—"approximately $5,500 a year or less"—and that the initiative aligns with the Governor’s priorities for regulatory simplification and supporting new librarians. Committee Chair Elizabeth "Betsy" Fowler and C. Paul Brockwell Jr. reported the committee recommendation and the full board approved authorization for staff to begin the formal regulatory process.
Board and committee members emphasized the policy’s limited fiscal impact while noting its potential to remove a barrier for prospective certified librarians; staff said they will return to the committee with final recommendations and any related fiscal analysis during a future meeting.
