During the Feb. 19 budget workshop the Board voted to recess for lunch on a motion by Supervisor Robert Saunders, seconded by Supervisor Paul Stimpson. The minutes record the roll-call-style vote: Mr. Hamlet remote, Mr. Newman aye, Mrs. Tyree remote, Mr. Stimpson aye and Mr. Saunders aye.
Supervisor Saunders did not return after the recess. With the absence the Board lost a quorum and could not undertake further official business; the County Administrator proceeded with scheduled presentations for informational purposes only.
