The committee considered House Bill 1583 to extend Tennessee's participation in the interstate compact for the supervision of adult offenders. Ashley Fuquay, legislative director at the Tennessee Department of Correction, explained the compact allows consistent supervision across states and is codified in Tennessee Code Annotated section 40‑28‑401.
Fuquay said all 50 states, plus territories and the District of Columbia, participate in the compact and that it regulates transfer and supervision of probation and parole cases to ensure consistent monitoring. She explained that receiving states monitor special conditions ordered by the court and may register violations that could lead to extradition but cannot themselves revoke probation or parole under the compact.
The committee voted to advance the bill to calendar and rules with the clerk reporting 13 ayes and 0 nays.
