Harvey County extends L3Harris ground lease at Newton City-County Airport to 2030

Harvey County commissioners on Feb. 18 approved an updated ground lease with L3Harris Technologies for an existing Automatic Dependent Surveillance–Broadcast (ADS‑B) ground station at the Newton City‑County Airport. The lease extends the term to Sept. 30, 2030, and allows additional five‑year renewal terms while tying occupancy to the existence of an active FAA contract supporting the site.
Assistant County Administrator/Finance Director Shannon Kingsley explained the amended lease revises improvement requirements to meet FAA regulations, sets new insurance limits and clarifies termination conditions tied to FAA prime contract status. The board voted unanimously to approve the agreement after Commissioner Terry Scott moved and Commissioner Becky Reimer seconded the motion.
The lease documentation specifies the leased parcel and grants L3Harris non‑exclusive use of airport property needed to operate the ADS‑B ground station as part of the national surveillance system. The county and the City of Newton are listed as joint airport owners in the recorded agreement.
