Oversight board defends removal of sentence credits as committee weighs extension

Chairman Lafferty introduced HB 16581 to extend the Inmate Disciplinary Oversight Board. Michael Stahl, executive director, told the committee the board reviews Class A disciplinary incidents and the removal or denial of sentence credits, and that the board had reissued more than 34,000 sentence credits that were improperly removed and removed more than 400,000 credits beyond what TDOC had previously taken in recent reviews.
Representative Fritz pressed Stahl on whether TDOC had been sharing necessary documentation; Stahl said systems have been developed to get the information and that work remains to finalize a streamlined portfolio system because the Tennessee Offender Management Information System is antiquated and does not allow attachments. Chairman Clemens asked about annual budget and private‑prison reporting; Stahl said the board's budget for 2026–27 is roughly $2.1 million and that incident rates vary facility to facility, with some private facilities showing higher incident rates in specific categories but not a uniform pattern.
After extended discussion on statutory authority and data access, the committee voted 7–3 to move the extension to Calendar & Rules.
