Chairman Terry said HB 2135 would create a dedicated revenue source for the Live Music and Performance Venue Fund by assessing a modest fee on the resale price of tickets sold on the secondary market. "Much of the money generated from the resale of Tennessee concert tickets flows out of to out of state companies, and this bill simply captures a small portion of that value and reinvest it back into the venues, and performers that make Tennessee the music capital of the world," he said.
Terry described the fund as a market-based way to support venues, performers and the industry’s ecosystem, noting the original fund created in 2024 has not been funded. The committee voted 11 ayes, 1 nay and 1 present not voting to send the bill to the finance committee. Supporters framed the measure as preserving local cultural and economic assets; members asked procedural questions but did not request extended testimony.
