Sponsor (speaker S4) told the committee that HB1631 would delete the statutory section referencing the Tennessee State Fair and Exposition Commission and replace it with a Tennessee Agricultural Fair and Livestock Show Act, with the commission reconstituted and moved under the Department of Agriculture.
The sponsor said the bill was prompted by a comptroller audit that flagged a conflict involving a commission member's affiliation with a local promoter; as a result, the commission will be reconstituted and will continue contracting locally but under the Department of Agriculture. After questions from members about why a new entity was needed rather than replacing a single member, the committee voted 12–0 to give HB1631 a positive recommendation to Finance, Ways and Means.
The sponsor characterized the changes as administrative and limited to governance adjustments and minor merit-program edits.
