Consultant Rob Levesque and applicant Edison Yee explained the request would extend Residential D zoning nearer Memorial Drive and allow about 14–16 owner‑occupied units; Levesque said the units could be ready by late fall. Planning recommended approval, noting expanded residential zoning would increase housing options. Public input included a question about fencing along Memorial Drive; Levesque said Planning would set any such requirements.
Councilors approved the zone change after public input was closed and a favorable Planning recommendation. The minutes record the Planning Board’s 5–0 recommendation and a unanimous committee vote on the motion to approve.
