Toby Stewart asked the board to approve a rezoning for 14485 NE Samuel Rd., a 5.6+/- acre parcel owned by James Byers, changing classification from AG-80 to RE to allow the removal of an abandoned home and construction of a new dwelling. The lot had become nonconforming after a 2014 deed split left it under 80 acres.
The Planning Commission recommended approval 4-1. Commissioners approved Resolution No. 26-27 (motion by Jackson; second Woydziak), which reclassifies the parcel and makes it conforming for residential building. Stewart noted a small FEMA-mapped floodplain and a dam-breach area at the northwest corner but said there is adequate space to rebuild outside those constraints.
