The commission voted unanimously to appoint two commissioners to a subcommittee that will review Piedmont Recreation Department fee assistance and scholarship policies.
Shelly told the commission the current fee-assistance guidance dates from 2009 and is rarely used — "I would estimate in my time here just over 6 years maybe 5 individuals have come to utilize our fee assistant program," she said — and that the council asked the commission to study whether eligibility, levels and funding structure should be updated. Shelly said the program is currently resident-only and that PRD currently absorbs ad hoc approvals from its operating budget when the department approves fee assistance.
Commissioners agreed the subcommittee should survey other cities and produce recommendations the city council can consider for budget authority or dedicated line items. John Tullock and Paul Yon volunteered to join Lisa Gardner on the working group; the motion to appoint them was moved and seconded and passed by voice vote without recorded tallies.
Action recorded: a motion to appoint John Tullock and Paul Yon to the fee assistance/scholarship subcommittee was made, seconded and passed unanimously (no roll-call tallies recorded). Staff will provide the commission with existing program documentation, examples of peer-city practices and a timeline for recommendations to council.
Next steps: the subcommittee will perform outreach and benchmarking and report back to the commission with recommended program parameters and any requested budgetary guidance to forward to council.
