Staff recommends adopting WUI map based on FFSL SES data; Magna currently has no 7/8–8/8 zones

Staff reviewed the WUI map adoption package required under HB48 (2025), explaining the mandate to adopt the 2006 edition of the Utah Wildland-Urban Interface Code and to define local WUI zones. Staff said the FFSL (Forestry, Fire and State Lands) has finalized the Smoothed Structure Exposure Score dataset and the city's GIS team used that data to create the proposed WUI map.
The presentation explained Structure Exposure Scores (SES) range from 1–8 and that FFSL recommends using scores of 5 and above to guide mapping. Staff noted Magna has areas scoring 5/8 and 6/8, and explicitly stated the city "does not have any areas with a score of 7/8 or 8/8," meaning no parts of the city would be automatically subject to the 2006 WUI Code under the staff approach; the Planning Commission and staff recommended the Council approve the attached WUI map.
