Board weighs updating building and demolition fees and aligning fee table to current ICC valuations

Staff presented proposed fee increases for building permits, inspections and temporary certificates of occupancy to better recover administrative time and outside professional costs used when town staff lack in-house expertise. Trustees questioned the magnitude of some increases and asked for phased options.
Staff explained the town’s fee schedule is effectively tied to a 2007 valuation table by a prior resolution and proposed changing the language so the town follows the current ICC valuation table going forward, which would align Dolores with the periodic code update cycle. "At one point in time, somebody wrote a resolution that specifically tied the town into the 2007 fee schedule," staff said; trustees discussed updating that language so fees track the ICC valuation table rather than remain fixed to a year-old table. Trustees also discussed hiring or contracting for planner/building-technical services as staff retirements approach.
