The sponsor said many communities have seen noise, heat and dust impacts from operators that lacked sufficient buffers from homes; the committee advanced the amended bill to Calendar and Rules after a recorded vote (16 ayes, 2 present-not-voting).
Members asked whether the bill would affect cities that already have local laws; the sponsor said local ordinances would remain in place and the process is intended only for jurisdictions lacking zoning rules.
