BCRC offers to draft town-plan narrative; commissioners debate thematic vs. statutory structure

"We've done that recently... we wrote the narrative, like, the content of the chapters, and then left, like, placeholder at the end for them to add in the policies, action items, goals," the presenter said.
Commissioners discussed whether to reorder the town plan to emphasize natural and scenic resources earlier and to make chapter order more intuitive for readers. No final outline was adopted; members were asked to review the table of contents and bring structure suggestions to the next meeting.
