Council approved a retroactive easement with property owner Anthony Hickey that governs a newly installed PennDOT catch basin and the borough’s proposed catch basin at 104 East High Street. The agreement directs the property owner to dig and maintain a ditch and to install the pipe between the PennDOT basin and the borough basin; the borough accepted responsibility for the two catch basins and about 60 feet of pipe between them.
The motion was moved by Councilor Osborn and seconded by Councilor Kerns and carried unanimously. Solicitor Tim Wachter will draw up the formal easement agreement specifying responsibilities for maintenance and installation.
