Representative Fritz told the committee HB 2,314 (amendment 15,641) would require a posted notice at adult-entertainment establishments and at displays where sexually explicit materials are sold or rented, describing research linking such industries to increased rates of assault and human trafficking. Fritz called the posting a public-warning equivalent to food- or tobacco-related safety notices.
Members questioned who would enforce the signs and whether fines exist for noncompliance. The sponsor replied that licensing boards that issue adult-entertainment or related licenses would require applicants to certify that the specified signage (8.5 by 11 inches at entrances or displays) is posted. Representative Miller asked whether the posting should include directions to contact local law enforcement if patrons observe unlawful conduct; members discussed prior related legislation.
The committee voted to report the bill to Calendar and Rules; the clerk recorded 19 ayes and 2 nos. The measure will next be scheduled on the calendar.
