A public commenter told the planning commission that design guidelines, toolkits or handbooks can become subjective collections of preferences and cautioned that if the city ties incentives to guidelines, ministerial approvals could result without further public oversight. "These, basically subjective, guidelines would be acted upon, solely within city hall by planning staff," the commenter said, asking that elected representatives retain review authority.
Staff and commissioners responded by outlining the review path they expect: breakouts and worksheets will inform a public survey, staff will draft guidelines with input from design professionals and the planning commission, and the draft will go to the architectural review committee and back to the planning commission and city council. Akana Jayawadna emphasized that tonight's focus was on identifying design priorities and that any incentive structures would be discussed later in the process.
