Dorset advances Raptor Lane planning after SM Graves proposal; White & Burke to report

The Dorset Select Board on Sept. 16 heard an update on the Raptor Lane housing effort after the town received a proposal from SM Graves of Rutland, Vt. Board materials indicate White & Burke is conducting reference checks and vetting the submission and will present a summary and recommendation to the Housing Committee and then to the Select Board.
Board members discussed a proposed next step that would authorize SM Graves to carry out 6–9 months of due-diligence work, including planning and engineering, and to develop local stakeholder groups and public outreach materials. Staff estimated the full process to reach a formal development agreement would take roughly 10–12 months.
The town reported parallel funding work: it submitted a pre-application to the NBRC catalyst program for $100,000 to support pre-construction activities and noted the town may provide $250,000 toward the pre-construction level if the NBRC application advances. The town also plans to apply for a planning grant to fund the market analysis that SM Graves will perform.
The Planning Commission has drafted zoning bylaw language in response to board requests about Raptor Lane and a related DFC property zoning district change; the board was asked to review the Planning Commission minutes and a memo from D. McAneny before further action.
