Council approves Wright County JPA on cannabis buffers and bans smoking in city parks

Council approved the Wright County joint powers agreement (JPA) that clarifies the city’s zoning authority over cannabis buffer zones and adopted a parks smoking ordinance prohibiting tobacco and cannabis use in city parks.
Staff told the council that the JPA language was revised so that city zoning would supersede county zoning on buffer issues, and that the county signaled it would be agreeable to that approach. "The 1 the county was proposing at 1000 feet, the state, maximum would basically prohibit that nearly everywhere in town," a council member said while discussing the county’s earlier draft. The council approved resolution 2024-38 to enter the JPA (5-0).
Separately, the council considered ordinance 2024-04 to prohibit smoking of tobacco and cannabis products in city parks and adopted resolution 2024-37 to authorize summary publication of the ordinance; both actions were approved 5-0. Staff noted the JPA and the ordinance will be refined as final language is confirmed and that the city retains options to withdraw with 30 days’ notice if the agreement does not operate as expected.
