Council approves Highway 12 pay application and MnDOT cooperative agreement; city share ~ $305,000

The city engineer told council that work on the Highway 12 water-main replacement project is complete and submitted pay application #1 in the amount of $355,400.51, with a remaining retainage of $18,705.29. Council approved that application and two others: pay application #1 for the 2024 street improvement project ($211,970.31; retainage $5,435.14) and a final pay application for the Pheasant Hills drainage improvement project ($20,841.60). All three pay applications were approved by council.
"All work for the project is completed and the pay application is in the amount of $355,400.51 with a remaining retainage amount of $18,705.29," the city engineer said when presenting the Highway 12 item. The engineer also summarized the cooperative agreement with MnDOT for Highway 12, explaining that lighting, sidewalks, an updated pedestrian flasher at Center Avenue and a shared left-turn lane near Zephyr are part of the project and that the city’s participation portion is estimated at approximately $305,000. Council adopted resolution 2024-36 authorizing the MnDOT cooperative agreement by a 5-0 vote.
Staff noted the cooperative agreement transfers some ongoing maintenance responsibilities to the city (lighting operation/maintenance, sidewalk and storm sewer maintenance) and that the signal and pedestrian-flasher systems will be city-owned after replacement. The council approved the recommended pay applications and adoption of the cooperative agreement.
